Made of carbon steel, cadmium plated "QQ-P-416C".  These AN970 washers are Type II, Class 2. They are often called "oversize washers" They provide a greater bearing area than AN960 washers. Used on wooden structures under the head of the bolt and the nut to prevent crushing or damaging the surface.
