SPLIT LOCK WASHER MS35338
 (Cad plated carbon steel) 
The split in the helical spring lock washer absorbs the initial torque when tightened.  You can see it close, therefore when any loosening occurs, the MS35338 lock washer provides some resistance to the back-out rotation to the bolt or screw.
